I also made sure windows was updated, I tried cleaning up my comp with ccleaner, and I made sure that I have direct x9. However, I went into my Device Manager to check for driver. I have a NVidia GeForce GTX 560 Ti, which according to this post is compatible with Direct X 11.2 on Windows 8.1. Its not like Windows XP that you can find 'Enable' and 'Disable' buttons. Upon doing some further research, I noticed a lot of people are having DirectX 11.2 issues with Windows 8.1, so I thought I should look into my video card. And i couldnt find the 'Enable' button to activate. In Display tab, all three DirectX features 'DirectDraw, Direct3D and AGP Texture acceleration' are all not available. I made sure my drivers where up to date and my card supports everything it needs to run the game. In System tab, i found that DirectX version is DirectX 11. Now I did some homework and I have tried deleting the ( production_config.ini) and retried and that didn't work. I got rid of it and got all the software so I don't think it would be the problem.
